Developing tools for cost-benefit analysis of regional adaptation in Europe

ToPDAd or Tool-supported policy development for regional adaptation provides a comprehensive assessment of regional, national, and EU-level adaptation needs, strategies and policies.

For the first time, the project combines climate scenarios, socio-economic pathways and different sector models into an integral toolset. This toolset allows policy makers and business developers to do detailed cost-benefit assessment of different adaptation options.

ToPDAd focuses on three sectors – energy, transport and tourism, and projects the effects of climate change in various parts of Europe until 2100.

CICERO has contributed with macro-economic assessment of different adaptation options, and has also done a case study about the health effects of climate change in Europe. In addition, CICERO is responsible for communication and dissemination.

The ToPDAd project ran from 2012 to 2015 and received support by EU’s Framework programme for research and development FP7. It involved ten research institutes from nine European countries – led by VTT Technical Research Center of Finland.
